Answers from TravallamaINS, a licensed independent travel insurance agency, to common questions about this. Benefits, limits and conditions differ by plan and by state, and the plan document governs.
Can I insure a trip to Israel?
Yes. Our plans can be bought for trips to Israel, and the medical, evacuation, delay, baggage and standard cancellation benefits apply.
Know the limits first:
Losses caused by war or acts of war are excluded on every plan.
Fear of traveling is not a covered reason to cancel.
WorldTrips has told us it does not offer Cancel for Any Reason (or Cancel for Fortuitous Reasons) for trips to Israel.
Travel Insured Deluxe and Platinum and Trawick Pathway Premier (not its New York version) offer Cancel for Any Reason, subject to their conditions. Travel Insured offers it only for trips costing up to $37,500 per person on Deluxe or $112,500 on Platinum.
Is war covered?
No. Every plan we offer excludes losses caused by war or acts of war, declared or undeclared.
Trawick's Florida plans add that the exclusion does not apply if you are an innocent bystander.
Terrorism is treated separately from war and can be covered under specific conditions.
The insurance company decides how an event is classified.
Is terrorism covered?
Yes, as a trip cancellation reason under specific conditions. On all of our plans the terrorist incident must occur in a city on your itinerary within 30 days before your scheduled departure.
On most plans there is no benefit if your travel supplier offers a substitute itinerary.
WorldTrips: there must have been no terrorist incident in that city in the 30 days before you bought the plan; layover cities do not count.
Travel Insured Deluxe and Platinum: the act must be committed by an organization the U.S. State Department designates as a Foreign Terrorist Organization.
Trawick: your departure must be within 15 months of buying the plan.
Losses caused by war are excluded on every plan, and several plans' definitions say an act of war is not a terrorist incident.
The State Department raised its travel advisory. Can I cancel and be reimbursed?
Only on some plans, and under specific conditions.
Travel Insured Deluxe and Platinum: a Level 4 alert or warning issued for cities on your itinerary after your coverage began and within 30 days of departure.
WorldTrips Explore and Elevate: a U.S. State Department Level 4 advisory for your destination, issued after your coverage began, for a period that includes your trip.
Trawick's New York plans have a differently worded advisory reason whose printed level is unclear, so ask a licensed agent before relying on it.
Not a listed reason on Trawick's Florida plans, the Travel Insured New York plan, or the WorldTrips New York plans.
On Travel Insured and WorldTrips, an advisory already in place when you bought, or a lower-level advisory, is not a covered reason.
My airline cancelled its flights to Tel Aviv. What does insurance do?
Ask the airline first for a refund or rebooking; the plans reduce any benefit by refunds you are entitled to from the airline. Insurance pays only non-refunded losses, and only if the cause is a covered reason under your plan.
An airline suspending service is not by itself a covered reason, and losses caused by war are excluded. If you bought Cancel for Any Reason, meet its conditions and are at least 48 hours before departure, you can claim under it. Otherwise, ask the program and the airline for refunds first.
I'm scared to go to Israel because of the news. Am I covered if I cancel?
Not under standard cancellation. Fear of traveling, or the security situation in general, is not a covered reason.
This is the situation Cancel for Any Reason is designed for. It reimburses up to 75% of your insured non-refundable trip cost on Travel Insured Deluxe and Platinum and on Trawick Pathway Premier (not its New York version), if you bought it within the time-sensitive period, met its conditions, and cancel at least 48 hours before departure.
Travel Insured offers it only for trips costing up to $37,500 per person on Deluxe or $112,500 on Platinum.
WorldTrips has told us it does not offer it for Israel trips.
If a conflict was already going on when I bought the plan, is anything covered?
Covered reasons must be unforeseen and occur after your coverage begins, so events already under way when you bought the plan are generally not covered, and war is excluded in any case.
Benefits unrelated to the conflict still apply, such as cancelling for illness, emergency medical care for an ordinary sickness or injury, and baggage or delay benefits for covered causes.
Will the plan evacuate me if the security situation gets worse while I'm there?
Only Travel Insured's plans include an insured political or security evacuation benefit: up to $50,000 on Deluxe and $150,000 on Platinum and the New York plan. Trawick lists none, and WorldTrips has only an assistance service that is not a guarantee of payment.
It applies only when local authorities or the U.S. State Department formally recommend that you leave the country, or you are expelled. A general worsening of the situation is not enough.
The plans' war exclusion applies to this benefit, and the insurance company decides how an event is classified.
It must be arranged by the plan's assistance provider, within 14 days of the event.
It does not apply if a Level 4 advisory (or, on the New York plan, a travel advisory or warning) was issued before you arrived. The New York plan also excludes certain places, including the West Bank and Gaza Strip.
What if I'm stuck because the airport closed or flights stopped?
Travel delay benefits can reimburse meals and lodging while you are delayed by a covered cause, up to the plan's daily and overall limits.
Coverage is also extended for a limited time (7 days on Travel Insured and Trawick, up to 30 on WorldTrips) if your return is delayed by unavoidable circumstances beyond your control; on Trawick the delay must be caused by an event the plan lists. Losses caused by war are excluded. Call the plan's 24/7 assistance line for help with rebooking, and keep all receipts.
Is being called up for military or reserve duty covered?
Plans list specific military reasons, such as previously approved military leave being revoked, or being called to emergency duty for a natural disaster. A call-up because of war is not a listed reason.
Travel Insured Deluxe and Platinum and WorldTrips also list a call-up to give aid or relief after a terrorist incident, other than war.
The documents do not say whether reserve duty in a foreign army qualifies.
Would medical coverage apply if I'm injured in an attack?
Emergency medical benefits cover injuries during your trip, but every plan excludes losses caused by war or acts of war. Trawick's Florida plans state that the war exclusion does not apply to an innocent bystander.
How an event is classified, and whether a claim is paid, is decided by the insurance company under the plan document.
